CPW said it is investigating the incident as a fatal boat accident, adding that the body was turned over to the office of the medical examiner, who will determine the cause and manner of death.
“Our thoughts are with the family and friends of the individual who died in this tragic incident,” Lake Pueblo State Park Manager Joseph Stadterman said in CPW’s announcement. “We are grateful to our partner agencies and everyone who worked through the night during this difficult recovery.”
Pueblo Police said that Biggs had been a member of the department since 2010, serving as a patrol training officer and with the S.W.A.T. team. They noted that Biggs was the recipient of 10 letters of commendation, three Medal of Valor awards and the Distinguished Service award.
“Working with Stephen was an honor, and his loss is deeply personal,” Chief of Pueblo Police Department Chris Noeller said in the news release. “His courage, dedication, and commitment to his fellow officers meant so much to our department. I was proud to serve with him, and I will miss him. My heart is with his family, his friends, and everyone in our department who is grieving his loss.”
